Budget cuts slated for Rio Rancho
Rio Rancho employs around seven hundred people and most of the city budget-- about 78 percent-- goes to pay their salaries and benefits The city is projecting a shortfall of about three million dollars in its 50 million dollar budget and it s hard to make spending cuts without hitting paychecks
City manager James Jimenez is talking with employees and furloughs are a hot topic
If we have to go that direction should we do something like the state does where we dictate the days or would they prefer having more options to choose if they have to take an unpaid day it would be their discretion
Rio Rancho is in the same boat as Albuquerque and every other municipality in the state the lion s share of its money comes from the gross receipts tax on goods and services and in the recession people have less money so they re spending less money-- that s why furloughs may be on the way
Jimenez You know our goal is to avoid any kind of layoffs Our goal is to try not to reduce services to the taxpaying public but at the end of the day we have to have a balanced budget so there are some hard decisions that we are going to have to make over the next month
In mid-January Rio Rancho s mayor and city manager will go to the city council with a new budget that will cut back spending halfway through the budget year -- that s when we ll know if it s furloughs-- and how many there will have to be

05 07 pm i ve got a great team of financial people in the administration and we re gonna work with the council and we re gonna find our way through it city council president ike benton is looking ahead to the next budget year - and seeing more shortfall i ve heard anywhere from like you said - from 10 to 40 million - so we re gonna have to get down - figure out what those numbers really are gonna be - a certain amount of that is crystal-balling - what s gonna happen with gross receipts taxes - that s what we live and die by here the city gets most of its money from that tax on sales and services - and in the recession people have less money to spend on stuff - so taxes are down bigtime - city employees may feel the pain i don t want to be the one to say it - but i think they re gonna have to be - i imagine they re gonna be looking at a certain amount of furloughs - i mean everybody s looking at that nowadays - here at our office we re on a 32 hour work week - at our architect office nobo in the berry administration - nobody on the city council - wants to see furloughs or layoffs for city employees - but everybody knows the private sector

Army reservist saves boater stranded in Maumee River
Michelle Gilford who is enlisted with the Army Reserves didn t just think on her toes She thought clearly even under extreme pressure
She worked out a fairly sound yet still really dangerous rescue plan within seconds
A boat with a male passenger sailing the Maumee River near the Village of Grand Rapids on Wednesday had flipped over Michelle was nearby and sprung into action seconds later
The victim was part a group of three men floating down the Maumee River in an inflatable boat Their engine failed the boat started taking on water and flipped Two of the boaters swam safely to shore but the other one couldn t
His friends flagged down the next person to pull up at the intersection of River and Cross Creek roads which happened to be Michelle in her Northwestern Water and Sewer work truck
She went down the hill and saw the man hanging onto a life jacket in the water
My reaction was I didn t want him to die she said I didn t want him to drown The first thing I thought was I got to get out there and get him So I looked around for something to float on and there was a little seat cushion like a floating seat cushion so I put my arms through the cushion and I jumped in the water
She told the man to grab on and helped him back to shore just in time to see Wood County Sheriff s deputies pulling up to the scene
In the end the victim didn t even have to go to the hospital despite really cold water temperatures
Sheriff Mark Wasylyshyn can t say enough for her quick-thinking and said not everyone could have made the same call safely
People should not do anything they are not comfortable with Sheriff Wasylyshyn said She is in very good condition she is in the reserves she is used to strenuous activity she felt very comfortable doing what she was doing and obviously there was a very happy ending
Michelle been associated with the Army Reserves for a decade
Before the actual rescue began Sheriff Wasylyshyn said she did the best thing that anyone can do -- she made sure someone called 9-1-1 so professionals could start heading to the scene

It s the time of year when many duck and geese hunters stake out area lakes Problem is if something happens to them in their boats those lakes are hard for law enforcement to get to until now Donnell Preskey reports It s an odd looking boat for North Dakota But the oddness of having an air boat gives the Burleigh County Sheriffs Department many advantages Lt Kelly Leben as quick as we can get this boat to the area we can deploy it and get to somebody s rescue This springs flood really showed local law enforcement how an air boat is needed The U S Fish and Wildlife Services had to bring in their air boat to evacuate residents from their flooded homes It was also used to jet people to the middle of the Missouri River to break up the ice jam holding back water Leben This spring with all the flooding on the Missouri and Apple Creek areas we had a lot of water in areas that isn t conducive to driving a boat Because with normal boat you have a prop and motor down in the water Where as with this type of boat - we re able to operate in real shallow water and don t have to worry about anything under the water causing damage It s having to move on water like this that makes the airboat so appealing It doesn t need open water - it can operate on soft ice frozen water even snow just like a snowmobile Leben We can have hunting situations this time of year where we ve had duck hunters capsize boat and we have a big body of water to search if not enough water or mud is too deep This type of boat allows us to get into areas we couldn t get into with the other type of boat The air boat will primarily be used for searching lakes like this one And getting divers to places they couldn t reach before but by helicopter The Burleigh County Sheriffs Department got the boat through a grant They ve been training on it since August
